Energy Consumption Report for Designated Establishments due on April 15

The energy consumption report of Designated Establishments (DEs) is due on April 15 this year!  This is in line with RA 11285, “An Act Institutionalizing Energy Efficiency and Conservation, Enhancing the Efficient Use of Energy, and Granting Incentives to Energy Efficiency and Conservation Projects” adopted in April 2019.

 

To recall, on May 13, 2020, the Department of Energy (DOE) issued Memorandum Circular No. 2020-05-0001, “Directing All Designated Establishments Under Commercial, Industrial and Transport Sectors to Submit Energy Consumption Reports.”  DEs are establishments with annual energy consumption of a minimum 0.5 gWh.  Establishments with annual consumption of 0.5 to 4.0 gWh are classified as Type 1 DEs.  They are mandated to employ Certified Energy Conservation Officer (CECO).  Establishments that exceed 4.0 gWh are classified as Type 2 DEs and must employ Certified Energy Manager (CEM).  Type 1 and Type 2 DEs are required to submit an Energy Audit Report at least once every three (3) years.

 

Along these lines, the DOE released Advisory on the Submission of Energy Conservation Reports clarifying MC 2020-05-001 as follows:

 

  1. The obligation of the designated establishments is to integrate the energy management systems (EnMS) concepts, principles, and practices into business operations. Acquisition of EnMS Certification is encouraged.

  2. Until the certification system for Energy Conservation Officers (ECO) and Energy Managers (EM) is launched, register persons who meet the requirements set forth under the Department Circular No. 1 of 2021 (DC 2021-01-0001) which provides Guidelines for the Qualifications, Assessment, Registration, and Certification of Energy Conservation Officers (CECO), Energy Managers (CEM), and Energy Auditors (EA).

  3. ECO and EM to be registered can be either an employee or a third party. ECO and EM can be assigned to work at any location or facility of the company.

  4. The Annual Energy Utilization Report (AEUR) and Annual Energy Efficiency and Conservation Report (AEECR) shall be prepared for the calendar year.

  5. A Company with multiple locations or facilities may submit a single AEUR and AEECR within the company. Note that the details of each location or facility shall be indicated individually.

  6. Type 1 and Type 2 designated establishments shall conduct an energy audit at least once every three years.  The term of validity of the audit shall be as follows:

  1. Energy audits by duly authorized a Registered or Certified Energy Service Company (ESCO) will be allowed until the certification system for Energy Auditors as stipulated in the Department Circular No. 1 of 2021 (DC 2021-01-0001) is launched.
